What every call and text is checked against before it reaches somebody, and what RubyDoo Phone does about each rule for you. For reading, not changing.

confident the reading is.
What RubyDoo Phone handles for you
- Every call and text, automatically. Checked when it is scheduled and again the moment it goes, so the time the queue shows is the time it happens.
- Their time, not yours. Judged where the person is — from their ZIP when your assistant gives one, and their area code always.
- Nothing is dropped. Outside the hours it waits for the next open time.
- Federal and state law, for calls and texts separately, including the states that close on Sundays and federal holidays.
- State limits on sales contacts. Florida, Maryland, Oklahoma and Oregon allow three sales calls or texts to one person in 24 hours. A fourth waits in the queue until there is room.
How they are applied
- In the recipient's local time — not the line's.
- Where they are comes from their ZIP when one was given, and their area code always. When both are known, both places must allow it.
- An area code or ZIP that spans two time zones must be allowed in both.
- The federal rule and the state rule both apply: the later opening and the earlier closing win.
- Outside the hours, nothing is dropped — it is queued for the next time that is open.
- A number that cannot be placed (toll-free, foreign, unknown area code), or a state with a missing rule, gets the strictest hours: Mon–Fri 10am–5pm; Sat–Sun not allowed; Holidays not allowed — in every US time zone at once.
- Holidays are the US federal holidays, on the day and on the day observed. States that restrict their own additional holidays are not modelled.
When calling hours do not apply
Every call and text says what kind of contact it is, where that is recorded and, for most kinds, when it happened. It is recorded, not verified, so it can be looked up if a send is ever questioned. The do-not-call list, opt-outs and the daily cap still apply.

Rule text: 'No solicitation calls are allowed on Sundays or holidays. On the days that calls are allowed, none will be placed prior to 8 a.m. or after 8 p.m.' - stated identically for automated and live calls. Automated calls additionally: no sequential dialing, 10-second disconnect, identify caller within 20 seconds, PSC registration. Texts are not mentioned; SMS set to the voice window because coverage is unclear. The Alabama Telemarketing Act (Ala. Code § 8-19A) and Telephone Solicitation Act (§ 8-19C) have no hours of their own. State rule mirrors federal. Arkansas has no hours stated in its own words; the 8am-9pm limit comes in by incorporating FTC TSR § 310.4 (§ 4-99-405(3)). The ALFA International 2025 compendium confirms: 'Do not call before 8 a.m. or after 9 p.m.' The definition covers a 'call or message', so texts are plausibly covered; the window is the same either way. AI VOICE RISK: Ark. Code § 5-63-204 makes it a Class D felony to use an automated system that selects and dials numbers AND plays recorded messages to offer goods or services for sale. The exceptions in the current text are narrow: delivery or order-status messages, and systems responding to calls the recipient initiated. An AI-voice sales call may be barred outright.

UNCERTAIN: whether a live-generated, interactive AI voice is a 'prerecorded message' under § 2871 is untested; the Assembly analysis of AB 2905 says ADADs 'by definition' disseminate prerecorded messages. The 9am start is applied conservatively. AB 2905 (2024) now requires the mandatory unrecorded natural-voice announcement (§ 2874) to disclose when the message uses an artificial / AI-generated voice. CONFLICT (explained, not a real disagreement): Readymode, Kixie and LeadCompliant list California as federal because they cover only general telemarketing hours and exclude ADAD rules. terms.law, an attorney-maintained page, states 9am-9pm but cites § 2875; the operative section is § 2872(c).

Two Delaware bill documents contained 'Engage in telemarketing to a person's residence at any time other than between 8:00 a.m. and 9:00 p.m. local time': SB 41 (141st GA, 2001) and SB 23 (142nd GA). That language does not appear in the current code. Even if it were in force it would equal federal, so the table is unaffected.

The 2021 amendment (SB 1120, eff. July 1, 2021) moved the end time from 9pm to 8pm. § 501.616(6)(b) also caps calls at 3 per 24 hours on the same subject. TEXTS: § 501.616 does not mention texts and § 501.603 speaks of 'telephone call[s]'. The FTSA (§ 501.059) expressly covers 'a telephone call, text message, or voicemail transmission' but contains no hours. ALFA 2025 and industry surveys apply the 8pm limit to texts; SMS is set to the voice window because coverage is unclear. HB 761 (2023) narrowed the FTSA autodialer definition and added a 15-day text opt-out safe harbor, but did not change hours. CONFLICT: Kixie (Aug 2026) and LeadCompliant (Jul 2026) show 8am-9pm, which is contradicted by the 2026 Florida Statutes text ('8 p.m.'); the stricter window is used. Jones Day attributes the change to § 501.059, but the operative hours provision is § 501.616(6).

UNCERTAIN: § 305/5 defines 'recorded message' as 'any taped communication soliciting the sale of goods or services without live voice interaction', and whether an interactive AI voice counts is untested; the 9am start is applied conservatively. SMS uses 413/15, which equals federal, because the autodialer rule requires a recorded voice message and does not reach texts. The ALFA 2025 compendium confirms the autodialer 9pm-9am restriction. CONFLICT: Readymode/Roth Jackson (Dec 2023) shows 8am-9pm Mon-Fri and Sun but 9am-9pm Sat, which looks like a data-entry error. ClickPoint (Aug 2026) shows 9am-9pm every day. Kixie, LeadCompliant and TCPA Guide show federal. The stricter 9am is used for voice.

VOICE uses the ADAD window (9am-8pm); SMS is federal because the ADAD chapter covers voice messages only. Indiana's Telephone Solicitation of Consumers Act (IC 24-4.7) covers texts for do-not-call but has no hours (§ 24-4.7-4-7 checked). The ADAD definition expressly includes a 'synthesized voice', so AI voice is squarely covered. The Indiana AG FAQ (2016) confirms the time-of-day section applies to commercial robocalls. It also says consent must be obtained before the call or by a LIVE operator at the outset (State v. Economic Freedom Fund, 959 N.E.2d 794 (Ind. 2011)), so an AI agent cannot obtain the consent in-call. The FAQ is dated 2016; the § 5(a)/(b) labels come from it. The hours come from statute text current to Jan. 1, 2026; no survey states the 9am-8pm ADAD window, because Readymode, Kixie and LeadCompliant omit ADAD rules, hence medium. CONFLICT NOT ADOPTED: TCPA Guide says Indiana prohibits Sunday calls, citing 'IC § 24-4-5-14', which does not exist as cited; no Sunday ban was found in IC 24-4.7 or 24-5-14.

10am start is the latest in the country (Enzo, leadgen-economy, ClickPoint and ALFA all agree with the statute text). The official LRC text shows it last amended 2019 Ky. Acts ch. 105. ADAD rule: KRS 367.461 limits automated calling equipment (dials numbers and delivers recorded messages) to 8am-9pm. That is LESS strict than 10am, so the 10am-9pm window governs voice. KRS 367.46955(18) separately bars artificial/prerecorded-voice solicitations to residential phones without prior express consent. Texts: the definition ('live or recorded communication sent by a telephone ... to a residential, mobile, or telephone paging device telephone number') does not mention texts, though leadgen-economy says texts are covered, so this is unclear and SMS uses the voice window. The hours text says 'to a person's residence'; apply it to KY mobile numbers too, to be safe. Conflict: the LeadCompliant cheat sheet lists Kentucky as the federal 8am-9pm floor, which the statute text contradicts, so it was not adopted.

8am-8pm Mon-Sat, no Sundays, no legal holidays. It appears both in the LPSC General Order (all residential telephonic solicitation) and in La. R.S. 45:811 (automatic dialing / recorded-message equipment, which is how an AI voice will likely be treated). Texts: 45:844.12 defines 'telephonic solicitation' as a 'voice or data communication', so texts are covered. Also: during a governor-declared state of emergency, telephonic solicitation is barred (La. R.S. 45:844.31; General Order §V(A)(3)); this is not modeled in the window. Conflict: the LeadCompliant cheat sheet and a tcpaguide.org search snippet say Louisiana follows federal 8am-9pm. Both are contradicted by the General Order and 45:811 text, so the stricter window was adopted.

ADAD rule drives the VOICE window. Automated solicitation calls are allowed only on weekdays 9am-5pm (Maine time), with at most one solicitation call per number in any 8-hour period, device disconnect within 5 seconds, and caller identification within the first minute. §1498(6) (as amended by PL 2019 c.185) speaks of 'an automated telephone calling device or an artificial or prerecorded voice', so an AI voice should be treated as covered. LIVE human calls: no state hours rule, so federal 8am-9pm applies. SMS: §1498 covers recorded messages and faxes, not texts. §1499-A's 'telemarketing' definition includes text messaging but sets no hours, so SMS uses the federal window. Conflict: the LeadCompliant cheat sheet cites '32 M.R.S. §14713' for a Sunday window ending 5pm. This could not be verified and is inconsistent with the Title 10 text; not adopted (the voice window above already bars weekends). Enzo and leadgen-economy both report weekdays 9am-5pm for automated calls.
